The City and Industrial Development Corporation (CIDCO) has announced plans to develop a large-scale township in Maharashtra’s Palghar district, modelled on the development of Navi Mumbai.
The state-run planning agency has been allotted around 440 hectares of land for the project, which will be located near the proposed Vadhavan port in Dahanu. Officials say the township is expected to be developed over a period of 10 to 15 years, reflecting a long-term approach to urban expansion in the region.
The total investment for the project is estimated at approximately ₹3,800 crore. Authorities believe the development could play a key role in supporting economic activity linked to the upcoming port, while also easing pressure on existing urban centres in the Mumbai Metropolitan Region.
The first phase of the project, valued at ₹836 crore, will focus on establishing core administrative and civic infrastructure. This includes the construction of a district headquarters comprising the collector’s office, police headquarters and court complex. Plans also include the development of VIP guest houses and essential urban infrastructure such as roads, sewerage systems and designated open spaces.
Officials say the initial phase is aimed at laying the foundation for a self-sustained township, ensuring that governance and basic services are in place before further expansion.
The broader vision is to replicate aspects of Navi Mumbai’s planned development model, which was designed to decongest Mumbai by creating a well-structured satellite city. By adopting a similar framework, CIDCO aims to create an organised urban hub that integrates residential, administrative and infrastructure components.
The township is also expected to benefit from its proximity to Vadhavan port, a major infrastructure project that could boost trade and logistics activity in the region.
Urban planners note that such developments are increasingly being seen as essential to managing population growth and supporting industrial expansion. If executed as planned, the Palghar township could emerge as a significant new urban centre in western India, contributing to regional connectivity and economic development.
